The exhibition "Scarecrow Tactics" extends Jasmin Werner’s exploration on migration, border regimes, and the subtle forms of social deterrence in contemporary political space. Drawing on the agricultural history and cultural landscape of the Viborg area, Werner takes the scarecrow as a central motif and a conceptual device. Both in the landscape and within the exhibition, the scarecrow is a figure that functions as both a marker and deterrent through presence alone.
Jasmin Werner uses the double nature of the scarecrow to explore how contemporary migration policies operate. In Denmark, as in the rest of Europe, these systems increasingly manifest by cultivating uncertainty. Temporary residence permits, complex administrative procedures, and requirements for financial self-sufficiency act as pre-emptive barriers, often before any direct encounter takes place.
